Pete HENRY advised that enquiries confirmed Mike COLLYER as having been a sworn member of Falkland Islands Police Force and as such entitled to membership of IPA.

Pete HENRY moved that former Falkland Islands Police officer Mike COLLYER be accepted as a new member. Seconded John READER. Carried. Membership badge presented by Chairman.
TREASURER’S REPORT:
Pete HENRY presented the Treasurer’s Report, tabled a copy, moved that the report be accepted and the payments made be ratified. Seconded Richard MACIOL. Carried.
Pete HENRY moved that the “IPA CBA Cheque Account 3008 902360 be closed as it is surplus to our current requirements”. As the current Treasurer he is the only recorded signatory still an active committee member. The other signatories are Jack Jacobs, no longer National Treasurer; Immediate Past President Steve Pierce now residing in Sydney and Don Lawson who is no longer an IPA member. Motion seconded by Dave KAY. Carried.
RECEPTION REPORT:
Adrian and Estelle HUGGINS from Sunshine Coast, Qld were accommodated at IPA House and assisted by Dave KAY during their stay on 7th and 8th August.
FUTURE VISITORS: Dave KAY advised that he is hosting Vladamir and Hanna MACEK from Czech Section from 9 -12 Nov.
SOCIAL REPORT:
Andrew BURNS reported that a social dinner will be held at Manningham Club, Bulleen on 2nd October at 7:30pm. Eastern suburbs members are encouraged to attend. Booking details to be advised by email.
WELFARE REPORT:
Pleasing to see Richard MACIOL at the meeting tonight with medical problem mostly resolved.
Ted SPRING still on the recovery list but progressing well.

GENERAL BUSINESS:
1. Executive members conducted a review of the Mecure Hotel venue for National AGM and are satisfied that the areas allocated for functions will be wholly suitable.
2. Entertainer Warren JACKMAN is available for Saturday evening AGM/NEB dinner function at projected cost of $500. A band will not be provided.
3. Pete Henry reported that bookings have increased but a number had not included payment for Saturday Dinner function at $50 per person, which must be pre paid. Early notice of intention to attend the dinner and Sunday social outing are essential as places are limited and once filled, no extension will be possible.
4. Peter ROBERTS advised that a number of complaints indicate the body corporate for our Sunshine unit has become ineffective and this has been referred to the management body. He will check on the rear fence issue and report. Also pending is the need for check of electrical meter compliance and cost thereof to be advised.
5. The Secretary reminded members that Vic Region AGM will be conducted at September meeting and that nomination forms for Executive Officer positions are available on National website. Members interested in appointed positions of Asst Secretary, Asst Treasurer, Region editor, social or welfare should notify Pete HENRY, Treasurer, of their interest by email. No resume’ required.
6. Pete Henry received notification of resignation from IPA by Ian LANYON due to no correspondence having been received since joining. Enquiries at Border Publications disclosed that his details had never been listed for issue of PDU magazine. Advice appears to have been forwarded around the time the publisher was ill. The matter has now been corrected, but given the lack of contact for 12 months, the Treasurer moved “that Vic Region pay the member’s dues for the ensuing 12 months.” Seconded Richard MACIOL. Carried.
7. Pete HENRY displayed a variety of souvenir ballpoint pens and requested feedback from members on the favoured selection and price. The chosen type will be embossed with IPA Vic Region identification.
Enquiries are continuing with regards to IPA Australia lapel pins with a view to finding other regions to split supply of 500 and share cost.
8. The Chairman presented Steve JORDAN with his badge for recognition of 30 years membership.

GUEST SPEAKER: 2055 hrs.
The Chairman introduced Sgt Joe ILARDI who holds a PhD in Counter Terrorism studies and has conducted research interviews with terrorists and associates. Joe gave a presentation on the radicalization of terrorists which detailed the various stages normally applicable for a person to graduate from disaffection to supporting or committing acts of violence. It was made clear that migration world wide has now changed the focus from trying to intercept terrorists at national borders, to the real and ever growing problem of prevention and detection of the home grown terrorist. Experience has shown the latter to include those born “in country”, not necessarily the immigrant. This was a very enlightening talk with many Q & A’s included. We certainly look forward to a return talk from Joe dealing with the deradicalisation process which was only briefly touched upon. The usual appreciation was shown along with a Guest Speaker “Red”.

Discussions held regarding reimbursement for one member to attend (in addition to Chairman).

Christmas in July Dinner
A Christmas in July dinner was held at a Una’s German restaurant in Sydney on Satuday, 17 July 2010. Very enjoyable and successful night.
Members requested to provide feedback and options for social functions/fund raising activities or other ventures for the region for 2011. Submissions to be made to the Executive by next general meeting in December in order to schedule for 2011.
Marketing/Promotion
Serving members to advise executive of proposed region probationer’s training days to attend and deliver powerpoint on IPA membership benefits. Chairman to develop powerpoint and notes for presentation. Contact also to be made with Region Training Co-Ordinators to attend these training days.
Memorabilia
Executive to meet and collate all existing IPA memorabilia received as gifts to develop a display. An approach is to be made to Commander of the NSW Police Academy to place a suitable display cabinet within the Academy. Display case to be purchased by Region.

NSW Chairman’s Message to the AGM
CHAIRMANS REPORT 2010 – ANNUAL GENERAL MEETING OF THE NEW SOUTH WALES REGION OF I.P.A., CITY CENTRAL POLICE STATION, DAY STREET SYDNEY ON 15 AUGUST 2010 AT 10.00AM
It has been an honour to be Chairman for this last year and certainly a lot of credit must go to the previous Chairman, Warwick Brown in assisting me in the process. The changing nature of the IPA with many new members is an ongoing challenge and also catering for the needs of existing older members. The challenges are even more pronounced in an ever developing technological world and with the fast paced lifestyles we lead. The executive of the IPA understand and acknowledge the geographical distribution of our members across a large state and for those in the Sydney metropolitan area, distinct difficulties with congestion and travel commitments to work and to attend IPA meetings/activities.
There have been many positive achievements over the last year. The financial position is still very sound and there is a constant stream of new members, particularly serving members. I can report that all required reports to National IPA are on time and complete.
This year has included the much needed update to a National Database of members providing the necessary technological advances needed by the IPA. This has allowed members to access their information online and make timely updates to contact details, which is most important. Most of our information is communicated by email these days and hopefully gone are the days spent by the executive trying to track down members with closed email addresses. The database also allows the executive ready access to information and to include important information such as membership awards and skills.
YEAR IN REVIEW
As determined last year, meetings are held on a quarterly basis and have been held at the City Central Police Station. Thank you to Warwick Brown for seeking permission for the use of the venue and while it does not suit all members, is about as central as we can organise. The meetings continue to attract only a small number of members and this seems largely due to the distance many members live from Sydney. This has been an ongoing problem for our Region and previous attempts at differingt venues did not achieve any significant shift in numbers. Therefore, it is important for information to flow via emails and the use of the Police Down Under Magazine.
Many thanks go to the Reception Committee headed again by Warwick Brown for looking after the many visitors we have had to this state over the year. It never ceases to amaze me the time taken by Warwick and Donna to assist international police in varying ways when on our shores. As a frequent traveller overseas, I recognise how important this is and the sense of family that is attained through our assistance. Thank you to the reception committee generally for their efforts in assisting Warwick and also to George Zaiter, Vice Chair for his involvement not only here but on the recent tour of the USA.
I also wish to commend Charles Buttrose, for his outstanding contribution to the IPA in his role as treasurer and travel expert. Charles continues to ensure the fiscal responsibility of our region and we maintain a healthy position. Additionally, Charles dedicates much of his time and energy in organising two tours each year for our members to travel to the USA and Europe. Having been a tour leader/participant on many of these tours I can attest to the superb organisation and attention to detail that ensures a successful and fantastic time for our members. It must be recognised that these tours attract many officers to join the IPA and their continued involvement in meeting visiting police.
And finally, thank you to Amelia Herringe for her work as secretary for the last year. Amelia has done an excellent job in handling our administrative affairs and ensuring that requests, both internally and externally of the association, are dealt with expeditiously. Amelia will unfortunately be standing down as secretary at the annual general meeting due to her time constraints as an extremely busy police prosecutor.
VISITORS TO NSW
We have met visiting IPA members to the Region from the United States, The Netherlands, Germany and England. We have been able to provide them with general travel advice/guided tours and advice to others via email.
These visitors were able to enjoy dinners hosted by the Region as well as escorts around various police units. We are extremely grateful to the NSW Police for allowing access to these units and to spend time discussing policing functions with their overseas colleagues. It is truly a wonderful thing that as a police officer you can travel to the other side of the world and enjoy such hospitality and a sense of shared experience. We will continue to do our utmost to provide as much or as little as our visitors require while here.
IPA TOURS
In line with a decision made by National, trips running next year will need National sanctioning and compliance with some general agreed rules. The most relevant change is the need for all travellers, where eligible, to become members of the IPA. This will generate additional memberships and fees for the Region which can be utilised in social functions and member needs. Warwick lead a tour of 20 in May to the US which was very successful and led to a number joining the IPA. Further, the tour of Europe commences at the end of August and the group will be invited to join the IPA as soon as the executive meet with them next week.
CHALLENGES
NSW Region will continue to face difficulties with many new members being time poor and retired members relocating further from Sydney. I encourage members to actively participate in the Association in whatever way they can and to stay up to date by accessing emails and the website. It is important that members maintain current details on the database and ensure they receive their Down Under Magazine. We will be canvassing ideas at the December general meeting regarding social and fund raising activities for 2011. The Xmas in July function held at Double Bay was a very enjoyable evening and we wish to continue that next year.
Further, as mentioned at the last general meeting, I would like to convey information to members about visiting police attending police facilities or dinners held for them. Ideally, I would like retired members to join the reception officers when hosting visitors attending police stations. This will allow them the opportunity to see how policing is constantly changing and also to provide some words of wisdom (war stories) to our younger colleagues now in the job.
NATIONAL POLICE REMEMBRANCE DAY
IPA will maintain its strong involvement with the NSW Police Remembrance Day Ceremony. On Wednesday 29 September 2010, police will gather at the Domain Police Wall of Remembrance to pay our respects to fallen colleagues. Due to the Chairman and Vice Chair being overseas at this time, Warwick Brown will represent the IPA at the organising committee meetings and new secretary Julie Underwood will lay a wreath at the Wall of Remembrance.
Additionally, our Patron Commissioner Andrew Scipione is organising an inaugural wall to wall ride. Motorcyclists within the extended police family are invited to participate on the 18 September 2010 to ride from The Domain Wall of Remembrance to the National Police Memorial in Canberra. Further information on this initiative is available via NSW Police Force.
NATIONAL ANNUAL GENERAL MEETING
The National AGM is being held in Melbourne, Victoria from Friday 22 to Sunday 24 October 2010. All members are invited to attend and your executive would love to see members involved particularly in the serving officer’s day on the Friday. This great day was initiated by fellow NSW member and National Vice Chair, Nicole Pollard. Members are asked to correspond with the executive if they are travelling down so that we can organise for group activities.

Treasurer Gary Cohen presented the current audited balance sheet showing an opening balance of $1,400.44 and a closing balance of $1,370.17. He moved that the accounts be accepted as read, seconded Jim Cook.
Inward Correspondence:
Email from Lorenzo Ricato regarding current members of committee. Emails from Ross Pengelly re. the new web site, also email concerning dates of various regions and sub-regions AGMs and other information. No outward correspondence.
General Business:
Peter Goonan declared all positions vacant and, with agreement, he remained in the chair and conducted the election of office bearers. After due process the committee was re-elected for the following year with the exception of Jim Cook, who stood down. Peter Goonan agreed to take over on a temporary basis until such time as a replacement is found.

Minutes of the previous Annual General Meeting held on the 30th August 2009 were confirmed on the motion of, Mike Needham, Seconded James Laird.

Business arising from the minutes: Question on the outcome of enquiries into becoming a Region; advised it was not being considered by National at this time, and no further approaches had been made.
Question in relation to Regional Treasurers comments about increase in Sub Region allowance: Paul advised that Lorenzo had increased the allowance this year.

Paul advised that the Finances of the Sub Region had been audited with copies sent to Region and National.
Income for the year was $792.76, being members renewals $380.00, Region allowance $300.00, refunds for meals $112.60 and bank interest 16 cents.
Expenditure, $780.65, being Wreath for Police Remembrance day $65.00, Members renewals $380.00 Entertainment (meal subsidies) $240.65, Consumables and Postage stamps $95.00.
Current balance in the bank $382.29.

Paul was asked to write to Lawrie, thanking him for all the work he put into the Sub Region.
General Business. Klaus gave an insight into the rolls Associate Secretaries play in the IPA, this Sub Region having two, Jock Alcock and Klaus. He reported on his work over the year.
Neil then handed the meeting over to the new Chairman, Mike, to close the meeting.

QLD REGION AGM & SOCIAL FUNCTION 11th September 2010
IPA AGM & Social Function – Saturday 11 September
Hello IPAers,
We are combining our Annual General Meeting (AGM) with a social function in September and are returning to one of the highlight social function venues from 2009, the Black Forest German Cafe Restaurant, 196 Gladstone Road, Highgate Hill, Brisbane.
The restaurant’s proprietor, Richard Dettloff, is generously opening the restaurant at 5.00pm for our exclusive use until 6.00pm to conduct the AGM. At 6.00pm we will close the meeting and settle down for a hearty German meal.
A set menu with a choice of five main meals has been selected, specifically:

Wall to Wall Ride
On September 18 this year police from around Australia will ride to the National Police Memorial in Canberra for a special service to honour police who have paid the ultimate price in the line of duty in the inaugural Wall to Wall Ride for Remembrance.
Organised by National Police Memorial Executive, The Police Association of Victoria, New South Wales Police Association, and police motorcyclists within the police family in the ACT, Victoria and New South Wales, rides to the service will begin in Melbourne and Sydney departing on September 17 and 18 respectively. The riders will all meet on the outskirts of Canberra on Saturday, September 18 and ride to the memorial together.
The Wall to Wall Ride will remember and honour those police officers who have fallen in the line of duty and promote safe and lawful motorcycling whilst raising awareness and money for Australian Police Legacies.
Monies raised will be donated to Police Legacy organisations of your choice in each state. These charitable organisations provide a range of services and ongoing support to police families who have lost a loved one.
The Victorian ride is being planned by a committee of current and serving police members and is chaired by Brian Rix, President of the Police Association in Victoria and Assistant Commissioner Michael Corboy in New South Wales. It is endorsed by New South Wales and Victoria Police and the patron in Victoria is Deputy Commissioner Sir Ken Jones, himself a keen motorcyclist. The WA Police Commissioner is also expected to be a participating rider.

NOTICE OF ANNUAL GENERAL MEETING.
All members please note that the Annual General Meeting of the Sunshine Coast Sub Region will be held on Monday the 16th August 2010. The venue if the Palmwood Hotel, 28 – 34 Main Street Palmwood 4555. The meeting will commence after gathering at the Hotel from 6.30 pm onwards.
I have booked an area in the Bistro of the hotel, and have to notify Staff of the number attending by Friday the 13th.
Please, If you are planning to attend the meeting let me know by the 13th. If you are unable to attend I would like to receive your apology, to include in the minutes. This shows that we still have a strong membership.
Some members have already replied, and to date we have 14 people attending. An invitation has been sent to the executive members of the Region.
All Executive positions will be declared vacant on the night and an election held to fill the positions. We will be looking for a new Chairman, as Lawrie has advised he will not be seeking re-election. The other positions are: Vice Chairman, Secretary / Treasurer, Welfare Officer, Reception Officer(s), Police Liaison Officer & Sub Editor. If you are interested in taking on any of the Executive positions please let us know.
Region AGM: The Region Annual General Meeting is to be held on Saturday 11th September 2010 at the Black Forest German Restaurant, 196 Gladstone Rd., Highgate Hill. The restaurant is opening early for IPA members to hold the meeting at 5 pm, The meeting will finish at 6 pm and the restaurant will open to the public. Members are invited to remain for a meal. Last function we presented Neil Behm with his 40 year badge. At our AGM we will present Bob Matthews with a 20 year badge and certificate.
I have been trying to get in touch with Kenneth Murphy: I have emailed, sent him a letter and tried to call him on the phone as I have a 20 year badge and certificate for him. The Phone rings and clicks off. If anyone can contact Ken please have him get in touch with me.
